Portland International Airport is in the middle of PDX Next, the Port of Portland's multi-billion-dollar capital program to expand, seismically harden, and decarbonize the airport. The Port of Portland Mentor-Protégé Program (MPP) is a three-year business development program for small firms in the architecture, engineering, and construction industries. It has operated continuously since 1995, and more than 100 small businesses have gone through it. Each protégé firm is paired with two volunteer industry mentors who build a customized strategic plan with the company, and the Port facilitates monthly team meetings plus free technical assistance in bookkeeping, estimating, proposal writing, bonding, marketing, project management, human resources, and safety.
Admission is competitive. Applicants must hold current COBID certification through the State of Oregon, have three years of continuous operation, be current on taxes and licensing, carry no BOLI debarment, and have no active litigation. Candidates go through a minimum of two interviews and a financial review.
